The Home Energy Loan Program (HELP)
PROGRAM UPDATE March 2025:
Due to limited rebate funding, HELP rebates are being phased out, and the program will now only be offering a $1000 rebate to each new applicant to cover their cost of energy audits
The Home Energy Loan Program (HELP) was developed to help Saskatoon homeowners improve energy efficiency, install renewable energy, or reduce water use by offering low interest loans to cover the upfront costs of these upgrades. Loans between $1,000 and $60,000 are available to homeowners residing in the city of Saskatoon for eligible retrofits. These loans are offered at a low interest rate and are repaid through property taxes over 5, 10, or 20 year terms. HELP is not intended for smaller changes such as switching to LED lights, or installing a low-flow shower head. Instead, it is meant for larger home upgrades.
Eligible projects for this program are included in the table below. Any home upgrades outside of this list are ineligible for a HELP Loan.

The Home Energy Map empowers Saskatoon homeowners to enhance their home’s comfort and energy efficiency.

Saskatchewan Home Renovation Tax Credit
The Saskatchewan Home Renovation Tax Credit has been re-introduced for the 2025 and subsequent taxation years.
Under this non-refundable tax credit, Saskatchewan homeowners may save up to $420 annually in provincial income tax by claiming a 10.5 per cent tax credit on up to $4,000 of eligible home renovation expenses. Eligible expenses include the cost of labour and professional services, building materials, fixtures, equipment rentals, and permits. Seniors may save up to $525 annually based on maximum eligible home renovation expenses of $5,000.
This tax credit is administered by the Canada Revenue Agency (CRA) as part of the Saskatchewan personal income tax system beginning with the 2025 taxation year. The tax credit can be claimed through your annual tax return.

Sask Energy - Homes Beyond Code (Homeowner Rebate)
SaskEnergy has introduced the Homes Beyond Code Program to encourage individuals to build their new home to a higher energy efficiency level than the minimum building code set out by The National Building Code of Canada.
This program is designed to help you make efficient choices for your new home which will increase your comfort, lower energy use and costs over the long-term and reduce greenhouse gas emissions.
Program Details:
- Must be a new residential home on a permanent foundation
- Eligible housing types are a single-detached (including secondary suite), semi-detached, row house, townhouse or modular home
- Must be built by a qualified Home Builder in Saskatchewan
- Built to energy efficiency tiers 3, 4 or 5 of section 9.36 of the National Building Code of Canada
- Must use an Energy Advisor from a Registered Service Organization or member of the Canadian Association of Consulting Energy Advisors (CACEA) to guide the builder in achieving tiers 3, 4 or 5
- The Energy Advisor completes an impartial assessment of the home, as-built, to verify Program requirements are met
- A blower door test will be performed and the Home Builder will receive the required documentation to submit their application
- Homeowners must be a SaskEnergy Residential Customer

Rebate Amounts:
- Tier 2: Minimum Building Code (no rebate)
- Tier 3: 11% more efficient than tier 2 with a rebate of $3,000
- Tier 4: 33% more efficient than tier 2 with a rebate of $5,000
- Tier 5: 67% more efficient than tier 2 (Net Zero energy ready) with a rebate of $9,000
Sask Energy - Homes Beyond Code (Home Builder Rebate)
SaskEnergy has introduced the Homes Beyond Code Program to encourage Home Builders and home buyers to think long-term and achieve higher tiers of energy efficiency than the minimum code set out by The National Building Code of Canada.
As we work towards building a more sustainable future for Saskatchewan, we look forward to seeing Builders pave a path for energy-efficient homes in our province.
Program Details:
- Home Builders are eligible to receive $800 per approved building
- Must be a new residential home on a permanent foundation, no larger than 600 m2 (6458 square feet)
- Eligible housing types are a single-detached (including secondary suite), semi-detached, row house, townhouse or modular home
- Hiring a qualified Home Builder in Saskatchewan is recommended. Owner-built homes are eligible but must meet the same criteria as a Home Builder (Section 2).
- Built to energy efficiency tiers 3, 4 or 5 of section 9.36 of the National Building Code of Canada
- Must use an Energy Advisor to guide the Builder in achieving tiers 3, 4 or 5
- The Energy Advisor completes an impartial assessment of the home, as-built, to verify it meets the Program requirements.
- Property is located in Saskatchewan and connected to natural gas
